Consilium began work with GOER to establish the requirements definition for an enterprise Learning Management System. Focus group sessions included representatives for many state agencies including CIO/OFT, Homeland Security, Civil Service, Labor and Health to name just a few.

Consilium partnered with KPMG to provide analysis services for the common
client index phase of the HHS-Connect project. This project will link more than
a dozen NY City health and human service agencies.

Consilium has contracted with DOH to conduct a Gap Analysis of its Contract
Management System (CMS) with program and IT staff. The outcomes of these
sessions will allow OCFS and DOH the ability to agree on future development of
the application.

Office for Temporary and Disability Assistance (OTDA)
Consilium began quality assurance work with KPMG
on the Statewide Welfare Management System (SWMS). This joint effort by OTDA,
the Office of Children and Family Services (OCFS) and the Department of Health (DOH)
involves data transformation from the existing WMS to the Cúram architecture.

The Contract Management System (CMS) that is currently being used by OCFS and
the contracting community was awarded the New York State Workforce Champions
Award presented by the NYS Governor’s Office.

Office of Mental Retardation & Developmental Disabilities (OMRDD)
Consilium was awarded a Project Manager II position at OMRDD through Genesys
Consulting’s MASA contract to provide enterprise-wide project management
support.

Consilium was awarded a Programmer/Analyst II position working on the Office of
Professions On-line License Renewals system. This Java programmer will develop
the EVTA module of the renewals system.

The New York State Forum for Information Resource Management
The New York State
Forum for Information Resource Management has announced that the 2005 Best
Practices Award has been given to the Office of Children and Family Services (OCFS)
for the development of a web-based Contract Management System. The Bureau of
Contract Management in the OCFS Division of Administration partnered with
isConsilium in the two year design and development of the system which went live
in December 2004.
The new CMS system
successfully replaced separate legacy contract tracking and expenditure tracking
and merged them into a single comprehensive system. CMS standardized the
contracting process across OCFS Program Offices by providing an automated tool
set for creating contracts and generating associated forms, as well as providing
resource scheduling and contract review timetables. A key component of the
project was the agreement with the Office of State Comptroller to accept
electronic payment vouchers in lieu of paper.
Enhancements to the
CMS system are continuing, with an emphasis on the development of functionality
that would provide the vendor community direct on-line access . The long term
vision for the project is a full service paperless procurement system – from the
development of Request for Proposals; through the bid and selection process,
contract generation; to payment.
The Consilium
project team, headed by Michael Turner and Rich Connell, drew on staff expertise
in both the technical and business analysis arenas. The Consilium team, working
at OCFS offices in Albany and Rensselaer, is currently staffed by Satish
Busurapu, Mandy McCord, Mark Rich and Chris Malone.
This is the second
Forum award for Mr. Connell. As the project manger for the NYS Education
Department, the Child Nutrition System was cited as a Best Practices project in
2001. The Child Nutrition System was the State’s first system which allowed
external customers direct access a secure on-line payment transaction system.

web-based State Assessment Tracking System (SATS). In this Phase II project,
Consilium staff will work with end-users and ITS staff to enhance the existing
application and provide additional work management processes for the printing
operation.

and conversion services for the Office of Profession’s Professional Licensing
and Discipline system. Consilium staff will utilize the Oracle toolset
including Oracle Warehouse Builder to complete the requirements of this project.

Consilium awarded Phase II development of the OCFS Contract Management System
(CMS)
February 2005, The New York Independent System Operator (NYISO) NYISO implemented their new market design, SMD2, on February 1st. All NYISO systems were impacted by this major market change including Decision Support System (DSS). The DSS was changed to incorporate the new design and structures, with close to one thousand elements added. In addition, most of the hundred corporate reports were altered based upon the structural changes.
January 2005, New Hampshire Department of Health Consilium joined with FOX Systems to provide Quality Assurance Services to the State of New Hampshire for the development of their new Medicaid Management Information System.
December 2004, Office of Children and Family Services Phase I of the Contract Management System (CMS) went live to OCFS users on December 29th. Work has begun on the next phase which will include submission of contract information by contractors and contractor certification.
October 2004, New York State Education Department Consilium performed the requirements analysis and custom development of the web-based State Assessment Tracking System (SATS) application to allow OSA the ability to track each test product included within their test development process.
March 2004, Capital District Physicians' Health Plan Consilium provides project planning, technical and strategic resources for the implementation of the new 'Spectrum' Data Warehouse.
December 2003, New York State Insurance Fund Consilium has worked with NYSIF to develop functional requirements on the following systems over the previous year: Independent Medical Exam Tracking, Premium Calculation Engine, Deposit Premium Review, Disability System Rewrite and the Quality Assurance Management System.
December 2003, Siena College Consilium completed the requirements definition for the Variable Information Processing system (VIP).
November 2003, New York State Education Department Consilium and BearingPoint begin work on the State Aid Management System (SAMS).
