UNISYS is the "fiscal agent" for the New Jersey Medicaid program. A major responsibility of the fiscal agent is to modernize the Medicaid data information and reporting systems. The source of the data for the reporting systems is Medicaid claim and managed care encounter data. The claim data is the product of the claim adjudication, payment and reconciliation process, which are mainframe operations. About twenty-five million claims are processed annually. The Data Warehouse will contain at least five years of claim data. The purpose of the fiscal agent is to transport the claim data on a weekly basis from the mainframe environment to an Oracle relational database configured on a high power server and provide data access and manipulation via PC and server based tools. The fiscal agent is responsible for the overall design, hardware and software, selection of software access tools and network configuration and security.

UNISYS Corporation needed specialized expertise to provide consulting services for analyzing, designing and building a Data Warehouse for the State of New Jersey's Medicaid program.

IS Consilium, Inc. was asked to assume a lead role in the critical project tasks of Business Process Analysis and Business Process Re-Engineering. UNISYS engaged Consilium to provide services in each of the tasks necessary to build a data warehouse. Additionally, Consilium also provided subject matter expertise.
