The eMedNY Medicaid Data Warehouse project is one of three main parts of the Replacement for the NYS Medicaid Management Information System (MMIS). The contract for a Replacement MMIS System awarded June 2000 by the NYS Department of Health to the Computer Science Corporation (CSC) is valued at about 450 million dollars. The Medicaid Data Warehouse component is valued at about 35 million dollars. The size and complexity of the project prompted the NYS DOH to engage the services of KPMG Consulting to provide Assurance Services throughout the design and build of the Data Warehouse.

KPMG has subcontracted with IS Consilium, Inc. to assist in providing specific Medicaid Data Warehouse expertise. IS Consilium staff have subject matter expertise and Medicaid Data Warehouse experience gained in a yearlong effort to build an existing Medicaid Data Warehouse operating in the NYS DOH.

The primary responsibility of the IS Consilium staff is to provide a detailed analysis of the MMIS contractor's project plan and deliverables for the building of the Medicaid Data Warehouse. IS Consilium will provide reviews, evaluations, and recommendations regarding deliverables associated with the eMedNY Data Warehouse project. These include strategic analysis and detailed design documents, training plans, user acceptance test plans, and logical and physical data models. It also includes the evaluation of tools and the compilation of system performance criteria.
