The NYISO is a not-for-profit organization formed in 1998 as part of the restructuring of New York State's electric power industry. Its mission is to ensure the reliable, safe and efficient operation of the State's major transmission system and to administer an open, competitive and nondiscriminatory wholesale market for electricity in New York State. Competition in New York's wholesale electricity market is expected to result in lower overall electricity costs for New Yorkers. The NYISO is governed by an independent, ten-member board, and is operated from a Power Control Center near Albany, New York, by a professional staff of approximately 219.

The NYISO creates an electricity commodity market in which power is purchased and sold on the basis of competitive bidding. It utilizes a bid process for electricity and transmission usage, which enables the State's utilities, and other market participants, to offer electricity at competitive prices, rather than regulated rates. Like all competitive marketplaces buyers and sellers require accurate and timely information to make decisions. The NYISO has begun the process to provide its market participants with a suite of state of the art web-based tools to access and use data that support the buying, selling, research and reconciliation processes. The NYISO has initiated an enterprise-wide architecture analysis and design to develop the business requirements and data elements required for the various buying, selling and settlement processes. The first initiative is to design and build a Billing/Settlement Data Mart. The initial data mart will enable Market Parti cipants to view billing data in an effective and efficient manner and to establish a foundation for an enterprise-wide integrated Data Warehouse

IS Consilium subcontracted with the prime vendor to provide Project Management services with responsibility for the delivery of the Phase I Data Mart. Consilium performed the following tasks and activities for the Enterprise Project and the build of the Data Mart:
