Contract Management System
 

The Office of Children and Family Services (OCFS) serves New York's public by promoting the well being and safety of the states children, families, and communities. OCFS has numerous responsibilities including: foster care, adoption and adoption assistance, child protective services, preventive services for children and families, services for pregnant adolescents, child care and referral programs, and protective programs for vulnerable adults. OCFS is also responsible for the functions performed by the State Commission for the Blind and Visually Handicapped (CBVH), and coordinates state government response to the needs of Native Americans on reservations and in communities. The agency is also responsible for the administration and management of specialized programs and 34 residential facilities for over 2,000 youth remanded to the agency's custody by family and criminal courts. OCFS works closely with municipalities such as the local social services districts and county youth bureaus to ensure that adequate youth development services and programs are available at the local level.

The Challenge:

OCFS was in need of a Contract Management System that would allow their agency greater efficiency in processing and tracking their 3,000 contracts and agreements each year. The goal of the project was to allow for shorter processing timeframes and timelier contract approvals through the management of the contract groups.

The Solution:

ISConsilium worked with OCFS staff to define requirements, design, generate and implement the Contract Management System using Oracle technology. The new system provides the OCFS the ability to add, track, and review contracts via the web. In addition, the Contract Management System can allow a contractor the ability to add or review their specific contracts and make appropriate changes via the web, thereby avoiding the need for paper forms.
