The NYSOTDA is a government agency dedicated to the promotion of greater self-sufficiency of the State's residents through the efficient delivery of temporary and transitional assistance, disability assistance, and the collection of child support. OTDA, in partnership with other human service agencies, must ensure the range of quality services and programs that will accomplish the following goals: Reduction in dependency on government programs for economic support; Increase in employment and job retention for those on the temporary assistance caseload and those who leave the caseload; Reduction in adolescent pregnancies and out-of-wedlock births; Access to transitional supports, such as Food Stamps, Medicaid, and child support; quality basic education; adequate housing; quality health care; and quality child care for temporary assistance and low-income working poor families.
The Challenge:
Funding for the NYS Temporary Assistance to Needy Families Program (TANF) increased from increased from under 10 million dollars to over 150 million dollars within one year as a result of welfare reform restructuring. The OTDA, that administers this program, was faced with the prospect of needing to process at least a ten fold increase in the number of applications and paper forms. A system based solution was needed.
The Solution:
Consilium contracted with KPMG Consulting Services to provide professional services to develop a Web-based TANF Services Program Application and Reporting System. Consilium was responsible for the overall design, development and implementation of the TANF Application and Reporting System, a complete redesign from the existing paper system which could support the increased volume of applications and changes to the application process, while maintaining strict information security capabilities. The new program design is a Web-based application that accommodates Inter/Intranet access to the application process by applicant and OTDA staff. Consilium successfully developed and deployed (loading, configuring and tuning) the application in the server and network environment. The new system distributes data and information electronically, saving significant staff time, and reduces the overall time required to process and approve applications
