The New York State Insurance Fund (NYSIF) was established following enactment of the Workmen's Compensation Law in 1914. It is a self-supporting, independent state agency, providing workers' compensation and disability benefits insurance to employers within New York State. For eight decades, NYSIF has been a major insurance carrier for workers' compensation insurance, providing benefits to injured workers and their families. NYSIF's policyholders range from large construction companies, manufacturing concerns, farms and small family-owned businesses to individuals employing household help.
The Challenge:
As part of the ongoing efforts by NYSIF to consolidate and streamline their systems and processes, the need for a new case creation system was determined. The goal of the initial phase of development was to display a single, consistent set of user interfaces throughout the Claims Handling System front end, in order to provide new case determination and set-up functionality as required, to authorized users, and to replace a variety of legacy mainframe systems with new, Oracle based client-server technology.
The Solution:
ISConsilium conducted Joint Application Development sessions (working side by side with NYSIF program and IT Staff) in order to provide a detailed analysis of the agency's Claims Processes, create existing and re-engineered business process models, and develop a new relational database model. The resulting processes, models, and narratives were then further detailed and provided to the client as a Requirements Modeling Deliverable
