The Mission of the New York State Education Department (NYSED) Office of Vocational and Educational Services for Individuals with Disabilities (VESID) is to promote educational equity and excellence for students with disabilities while ensuring that they receive the rights and protection to which they are entitled; assure appropriate continuity between the child and adult services systems; and provide the highest quality vocational rehabilitation and independent living services to all eligible persons as quickly as those services are required to enable them to work and live independent, self-directed lives.

VESID had utilized Consilium's requirements documentation as the basis of a Request for Proposal (RFP) to engage a vendor to implement the application. Following the development of the system, a quality assurance process was needed to determine if the newly developed (third party) system satisfied the stated requirements.

Consilium was contracted in order to : Participate in all Joint Application Development (JAD) sessions regarding the CSEIS application to ensure we: Transfer knowledge of preliminary requirements to the CGI team. Aid NYSED staff in understanding any issues raised and the implications of any decision made. Participate in all JAD sessions for the VESID datamart to ensure the implementation of the datamart will meet VESID's needs and comply with NYSED's information technology environment and standards. Participate in all internal SED project status meetings to aid the NYSED project team in meeting deadlines, comprehending issues, making decisions, etc. Participate in all CGI project status meetings to ensure the project is meeting its goals. Provide guidance and advice to the NYSED project manager in his project management duties.Review all CGI deliverables to ensure the project is meeting the agreed upon requirements.Participate in User Acceptance Testing to ensure the application meets all functional requirements.
